Germany: Tender for rooftop solar installations slightly undersubscribed

The Federal Network Agency has published the awards for the tender for PV systems on buildings or noise barriers with a bid deadline of June 1, 2025. »Despite a decline in the number of bids, the volume stipulated by law was almost reached,” says Klaus Müller, President of the Federal Network Agency. »The awards are also evenly distributed regionally in this round. A uniform expansion of renewable energies throughout Germany is to be welcomed.«

With a tendered volume of 283 megawatts (MW), 127 bids were submitted. The bid volume amounted to 274 MW. The tender was thus slightly undersubscribed. The Federal Network Agency was able to award 118 bids with a volume of 255 MW.

The award values determined in the bidding process range between 6.90 ct/kWh and 10.38 ct/kWh. The volume-weighted average award value of 9.22 ct/kWh is slightly above the value of the previous round (9.10 ct/kWh). The maximum value of 10.40 ct/kWh is significantly higher.

The awards are also evenly distributed across regions in this round. Most of the awards went to projects in North Rhine-Westphalia (51 MW, 25 awards), followed by Brandenburg (47 MW, 15 awards), Lower Saxony (33 MW, 16 awards), and Hesse (32 MW, 13 awards).

Bids covering a capacity of more than 1 MW and up to 20 MW were eligible for submission. 79 of the awards went to bids with a bid volume of up to 2 MW. This corresponds to the pattern of previous rounds. The largest bid had a volume of 20 MW. The Federal Network Agency had to exclude 9 bids from the award procedure in this round.

The next round of tenders for solar installations on buildings and noise barriers will take place on October 1, 2025.
