EU: Parliamentary question on the delay in approving state aid for the Solar Package I

MEP Andreas Schwab (CDU) has submitted a parliamentary question on the impact of the delay in the approval of state aid for the Solar Package I on agrivoltaics and European competitiveness. Schwab recalls that in Germany, the solar package entered into force almost a year ago, on May 16, 2024, and that certain aspects require state aid approval by the Commission, including the promotion of agrivoltaics (agri-PV) on agricultural land. The fact that the approval of state aid is still pending creates considerable economic uncertainty for farmers and companies. “The delay is jeopardizing the economic stability of companies investing in Agri-PV and a swift decision is crucial in order not to jeopardize the EU’s climate targets,” the question states.
Schwab therefore wants to know:

  • How does the Commission assess the challenges faced by Agri-PV projects that rely on the swift approval of the Solar Package I, especially as in some Member States funds from the Recovery and Resilience Facility can already be used for Agri-PV?
  • What measures is the Commission taking to ensure that investments already made in agri-PV projects do not become unprofitable as a result of delays?
  • What steps does the Commission intend to take to make future state aid approvals for agri-PV faster and more predictable and thus ensure investment security?
