Ethiopia calls for proposals for 250 MW PV projects under Scaling Solar tender

The Ethiopian Public Private Partnership Directorate General within the Ministry of Finance has launched a Request for Proposals (RFP) under the country’s Scaling Solar tender. As reported, in March state owned utility Ethiopian Electric Power (EEP) published the list of pre-qualified bidders in this competitive tender. 28 applications with 12 bidders were successfully pre-qualified, including: Access/Total Eren Consortium; Acciona/Swicorp Consortium; Actis/Mulilo Consortium; Acwa Power; Al-Nowais/ Aldwych/ Alten Consortium; EDF/ Masdar Consortium; Enel Green Power; FRV/ Globeleq/ Belayab Consortium; KOSPO/ KEPCO E&C Consortium; Mitsui; Nareva/ Adani Consortium; and Scatec Solar.
All pre-qualified bidders have been sent a formal invitation to access the project’s data room to submit their final proposal for the two solar photovoltaic projects, each with a capacity of up to 125 MWac. It is anticipated that the bidders will submit proposals before the end of June. The winning bidders will be selected on the basis of the lowest proposed tariff.
The tender was launched by the Ethiopian Government and EEP in October 2017. It is part of the government plan to develop up to 500 MW of PV through the World Bank’s Scaling Solar program. The Ethiopian tender represents the fifth Scaling Solar tender in Africa to date. Zambia (two rounds), Senegal, and Madagascar are also in different phases of Scaling Solar tender.
