The European Network of Transmission System Operators for Electricity (ENTSO-E) has published an interim report on the blackout in Spain and Portugal in April. The 264-page report contains a detailed description of the system conditions that led to the power failure on 28 April, as well as the sequence of events and the restoration process. The report states that the unprecedented incident was the »most significant event in the European electricity grid in over two decades« and had »a considerable impact on the citizens and society of Spain and Portugal«.
The investigation was carried out by a panel of 45 experts from transmission system operators and regulatory authorities across Europe and is based on data collected from generation facilities, major grid users, and transmission and distribution system operators.
Work is currently underway on the final report, which is expected to be published in the first quarter of 2026. It will contain a detailed analysis of the causes and recommendations on how to prevent similar events in the European electricity grid in the future, according to the association.
